Ben Masel appeals from a judgment awarding him attorney's fees under 42 U.S.C. § 1988 (1994),1 after he successfully challenged Crawford County's large assembly ordinance. He claims that the circuit court erred in establishing an hourly rate for his attorney's services at $175 per hour because the affidavits before the court demonstrated that the reasonable rate for his attorney was
