Plaintiffs seek to litigate whether a regulation which creates a rebuttable presumption in immigration proceedings that nationals of certain countries, who reside in the United States, would suffer extreme hardship if deported to those countries, denies due process and equal protection of the laws to nationals of another country who argue that they too qualify for that presumed showing but are not the beneficiaries...
