Mark Handy, petitioner, was convicted by a jury in the Circuit Court for Baltimore City of robbery with a dangerous or deadly weapon, robbery, and wearing and carrying a weapon openly with intent to injure. The weapon petitioner used during the robbery was pepper spray (also called "pepper mace"). The circuit court sentenced petitioner to twenty years imprisonment for the robbery with a dangerous or deadly...
