In July 1983, when he was six years old, C.A. Brokaw and his three-year-old sister were forcibly removed from their parents' home in Mercer County, Illinois. After he turned eighteen, C.A. filed suit against his grandfather and aunt, who he contends conspired with his uncle, a Deputy Sheriff of Mercer County, to violate his constitutional rights.
