MEMORANDUM OPINION

TUNHEIM, District Judge.

Plaintiff Duane Dean Thornton brings this action against the United States Marshals Service, the United States Bureau of Prisons, and three unidentified United States Marshals (the "federal defendants"), Anoka County, Deputy Detention Officer Sandra Strom ("Strom"), Marilyn Noll ("Noll"), and two unidentified deputy officers at the Anoka County Jail (the "Anoka County defendants").1
