Norman Edwards (defendant) was charged by bill of information with driving while intoxicated (DWI), third offense. La. R.S. 14:98. He pled guilty and, after a Boykin hearing, the court accepted his guilty plea, reserving his right to appeal the constitutionality of Louisiana Revised Statute 14:98(D)(2)(a).
