Roy Glenn Chambers was convicted in 1984 of two counts of failure to appear at trial for burglary. He was sentenced to twenty-five years imprisonment, a sentence enhanced for previous felony convictions. Chambers seeks habeas relief on the basis of Batson v. Kentucky, 476 U.S. 79, 106 S.Ct. 1712, 90 L.Ed.2d 69 (1986). The Supreme Court decided Batson while Chambers' direct appeal...
