Petitioner Bruce E. Jones sought to file this pro se petition for a writ of habeas corpus, along with an application to proceed in forma pauperis ("IFP"). The district court dismissed his petition, holding that since it did not arrive at the court until after the one year statute of limitations had expired and his application to proceed IFP did not accompany his petition for habeas relief, the petition was not timely filed.
