DLOTT, District Judge.

Plaintiff-Appellee Metropolitan Board of Public Education ("Metro Board") filed suit against the Defendant-Appellant Joel Guest, by and through his parents, Sara and Bob Guest ("the Guests") to reverse the January 24, 1997 order of the Administrative Law Judge ("ALJ") in a due process hearing authorized by the Individuals with Disabilities Education Act ("IDEA" or "the Act"), 20 U.S.C. § 1400, et seq.
