In this case, defendants sought to intimidate plaintiff, a potential witness in federal court, by filing an allegedly frivolous lawsuit against him and using it to generate unfavorable publicity. We hold that plaintiff has standing to seek damages for that conduct under the anti-conspiracy sections of the Civil Rights Act of 1871. However, we also hold that because...
