This case is before the Court, pursuant to Fed.R.Civ.P. 54(d)(2), on plaintiff's motion for attorneys' fees and costs. Almost three years ago, plaintiff, the Center to Prevent Handgun Violence (CPHV), brought suit under the Freedom of Information Act against defendants, the Bureau of Alcohol, Tobacco, and Firearms (ATF).
