Over a decade ago, a Maine jury found petitioner-appellant Jeffrey L. Libby guilty of murdering his grandfather, and a state trial judge sentenced him to serve sixty years in prison. Since then, Libby has attempted on several occasions to mount collateral attacks on his conviction.
