I. INTRODUCTION

A beetle epidemic is decimating forests in Alaska. Steven Brady and Terry Brady generally oppose the State of Alaska's policy response to the epidemic. They particularly decry the State's treatment of them in denying their application to buy the right to harvest dead and dying trees near Moose Pass.
