Cynthia Bloch and her husband, Thomas Bloch, brought this action against Sheriff L. John Ribar pursuant to 42 U.S.C. § 1983, claiming that he violated their constitutional rights by holding a press conference to release the confidential and highly personal details of Ms. Bloch's rape by an unknown assailant.
