MEMORANDUM OPINION AND ORDER

SHADUR, Senior District Judge.

Patricia P. ("Patricia") and her son Jacob P. ("Jacob"), the latter a minor suing through his mother, bring this action against Board of Education of Oak Park and River Forest High School District No. 200 ("District") and the Illinois State Board of Education ("Board") pursuant to the Individuals with Disabilities Education Act ("IDEA," 20 U.S.C. §§ 1400-1420).
