On December 15, 1992, Virginia W. Davis went to the offices of Bio-Behavioral Associates, P.C. for psychiatric treatment of depression. Upon leaving the building, Davis fell while walking down the handicapped-accessible ramp, sustaining injuries including a broken hip and rib.
