Vela, Inc. d/b/a/ Vela-Comer Exxon, Robert Vela, as shareholder and individually ("Vela"), and Luxandra Vela Comer, as shareholder and individually ("Vela Comer"), sued the appellant, City of Laredo ("City"), alleging a taking of their property and the creation of a nuisance based on the blockage of access to their Exxon station by commercial truck traffic.
