MANNHEIMER, Judge.

The possession or consumption of alcoholic beverages by a person under the age of 21 is a "violation", an offense punishable only by a fine (a fine of not less than $100).1 However, a person under the age of 21 who possesses or consumes alcohol faces a more substantial civil penalty: the legislature has authorized the Department of Public Safety to administratively revoke the driver's license...
