This land use case involves challenges to a Land Conservation and Development Commission (LCDC) order issued following periodic review of Clackamas County's acknowledged comprehensive plan. See ORS 197.628 et seq. In its order, LCDC approved the county's updated Goal 51 plan for mineral and aggregate resources, subject to the county's adoption of certain revisions proposed by the Department of Land Conservation...
