Ramon Ruiz, who sued the City of San Antonio pursuant to the Whistleblower Act, appeals a summary judgment the trial court granted in favor of the City. See Whistleblower Act, 73d Leg., R.S., ch. 268, § 1, 1993 Tex. Gen. Laws 583 (currently codified at Tex. Gov't Code Ann. §§ 554.001-.010) ("the Act").1 We will reverse the summary judgment and remand the cause.
