The State of Texas brought an action in district court to enforce a final order issued by the Railroad Commission assessing administrative penalties against appellee Triax Oil and Gas, Inc. for failure to plug inactive wells in violation of the Texas Natural Resources Code, title 3, subtitles A-C (West 1993). The State sued Triax and Robert and Marian Seglem individually to enforce the order and to recover additional penalties, attorneys' fees...
