The plaintiff in a suit for false arrest (constituting an unreasonable seizure within the meaning of the Fourth Amendment) under 42 U.S.C. § 1983 appeals from the district court's refusal to award him any attorneys' fees. The suit was against two Hammond, Indiana police officers, Small and Hedgepath, and the City of Hammond itself.
