James Coleman brought this action to enjoin the flying of the Georgia state flag over Georgia's state office buildings. Coleman, an African-American, alleges that the flying of the Georgia flag, which incorporates the Confederate battle flag emblem, violates his constitutional rights to equal protection and freedom of expression. The district court determined that Coleman had failed to produce sufficient evidence to maintain his claims and granted appellees...
