BEEZER, Circuit Judge:

Robert Tur appeals the district court's dismissal of his claims for monetary damages against several Federal Aviation Administration ("FAA") employees and for rescission of a settlement agreement which he entered into with the FAA. We have jurisdiction pursuant to 28 U.S.C. § 1291, and we affirm.
