Section 8 of the United States Housing Act, 42 U.S.C. § 1437f, provides subsidies for low-income renters. So far as the national government is concerned, landlords may decide whether to participate in § 8 programs. So far as the City of Urbana, Illinois, is concerned, landlords must participate.
