On September 27, 1993, Eugene R. Young was found guilty of driving under the influence of intoxicating liquor, Miss. Code Ann. § 63-11-30(1)(c), first offense in Brookhaven Municipal Court. On September 29, 1993, Eugene R. Young perfected an appeal to the Lincoln County Circuit Court requesting a trial de novo of the Municipal Court's findings.
