Capital National Financial Corporation, a premium finance company, appeals a final order of the Department of Insurance ruling that Capital violated section 627.8405(1), Florida Statutes (1993). We reverse.

The Department issued a notice of intent not to renew Capital's license for violation of section 627.8405(1). That section states, in pertinent part, that "[n]o premium finance company shall, in a premium finance agreement, provide financing...
