MATTHEWS, Justice.

In 1992 the Cape Fox Corporation and the Department of Natural Resources (DNR) agreed to a land exchange. Because the state land to be exchanged had an estimated value greater than $5,000,000, legislative approval was required. See AS 38.50.020(a); AS 38.50.140.
