MATTHEWS, Justice.

Appellant, Jimmy Ray Brogdon, was dismissed from his position as Officer-in-Charge with the Klawock Public Safety Department.1 He challenged his dismissal by filing a grievance. After a formal hearing the grievance committee2 reached a decision which it announced on the record as follows:
