Randall Myers appeals his conviction of, and sentence for, three counts of interstate transmission of threatening communications. We affirm the conviction but remand for resentencing.

Myers is a Vietnam veteran with a history of mental illness. In 1981, he was diagnosed with Post-Traumatic Stress Disorder ("PTSD") and classified by the Veterans Administration as 100% disabled. He also suffers from bipolar or "manic...
