WHIPPLE, Judge.

Defendant, the State Employees Group Benefits Program1, appeals a judgment of the trial court, reversing the prior final decision of the Claims Review Committee imposing a penalty reduction of benefits on Alfred A. Mansour for his failure to timely notify Group Benefits of his hospitalization. For the foregoing reasons, we affirm in part and reverse in part.
