In May 1992, Del Allen Reeves was in a motor vehicle accident involving Jerry L. Brinegar, Jr. At the time of the accident, Reeves was apparently working as an employee of the Illinois Department of Transportation (IDOT). Brinegar filed a lawsuit against Reeves seeking damages. Since Reeves was acting within the scope of his employment at the time of the accident, he was entitled to representation by the Illinois Attorney...
