Appellants Carmen Robinson and Nathaniel Hawthorne, Jr. worked as police officers for appellee City of Pittsburgh ("the City"). Robinson alleges that she was sexually harassed by appellee James Dickerson (her supervisor) and that appellees Craig Edwards (an assistant police chief) and Earl Buford (the chief of police) knew of the harassment but failed to take action to stop it.
