Shandala Kay Gray and Dallas Malcomb Gray were divorced in 1992. The mother was awarded custody of their two minor children. In 1993, the mother married a military serviceman, and she and the children moved to Germany, where the new husband was stationed. In December 1994, the father filed a motion to hold the mother in contempt, alleging that she had interfered with the father's visitation.
