The court conducted a trial on January 13, 1997, on the issues of liability and damages. Plaintiff, John W. Holmes, alleges that defendant, Ohio Department of Rehabilitation and Correction, was negligent in losing his property. Plaintiff further claims that he was defamed by defendant's employees.
