Per Curiam.

Respondent was admitted to practice by the Appellate Division, Fourth Department, in 1968. Prior to relocating to North Carolina in 1989, respondent practiced law for a number of years in St. Lawrence County.

By petition dated December 26, 1995, petitioner lodged five charges of professional misconduct against respondent. His answer denied the charges. By order dated August 30, 1996, petitioner's motion for an order declaring that no factual issues...
