The petitioner is a 45-year-old citizen of Mexico who became a lawful permanent resident of the United States in 1981 following his marriage to a U.S. citizen named Gail Reyes. He has three children who are U.S. citizens. He and his wife divorced in 1986, shortly before his conviction in a state court for unlawful possession of cocaine.
