Defendant, Michael Darryl Matthews, was charged with single counts of possession of a controlled substance, 35 P.S. §780-113(a)(16), and possession of drug paraphernalia, 35 P.S. §780-113(a)(32). The charges arose from an incident leading to his arrest by the McKees Rocks police on October 31, 1994.
