BACKGROUND

Appellants, Ramsey Ramiro Muniz and Juan Gonzales, challenge their convictions for possession of cocaine with intent to distribute, in violation of 21 U.S.C. § 841(a)(1), and for conspiring to possess cocaine with intent to distribute, in violation of 21 U.S.C. § 846. Muniz and Gonzales were arrested in Lewisville, Texas, a Dallas suburb, as a result of a DEA investigation in March 1994. The DEA was conducting surveillance...
