STATEMENT OF THE CASE

Earl Ray Hackett appeals from the denial of his petition for post-conviction relief.

We affirm.

ISSUES

1. Whether Hackett was afforded effective assistance of appellate counsel. 2. Whether Ind.Code 11-13-3-2(b)(3), the parole eligibility statute, is unconstitutional as applied to Hackett.
