In November 1986, appellant Peterson won $1,050,000.00 in the D.C. Lucky Lotto Game, payable in twenty annual installments. In 1993 he contracted with appellant Stone Street Capital, Inc. (Stone Street) for assignment of his future payments in return for a present-value lump sum. The contract was contingent on the assignment being honored by the District of Columbia Lottery and Charitable Games Control...
