This is a petition for a writ of habeas corpus. On March 16, 1992, petitioner Louis Goldstein pled guilty to two misdemeanor charges of violating the City of Wilmington Health and Sanitation Code. On that same date, Delaware Superior Court Judge Susan C. Del Pesco sentenced Goldstein to 6 months incarceration, suspended for 6 months probation on each count. On December 6, 1994, Judge Del Pesco found that Goldstein had violated the conditions...
