Defendant-Appellant Billy Louis Collins was convicted of conspiracy to violate the Hobbs Act, 18 U.S.C. § 1951, and conspiracy to defraud the United States by impeding the IRS function, in violation of 18 U.S.C. § 371. He was sentenced to concurrent terms of imprisonment of 63 months on Count 1 and 60 months on Count II. Collins appeals his conviction and sentence.
