DEFENDANTS' MOTION FOR SUMMARY JUDGMENT

Plaintiff Sergio de la Cruz, a caseworker for the Human Resources Administration of the City of New York (HRA), commenced this Title VII and Section 1983 action alleging that a supervisor's criticism, marginal rating of his communication skills, and a transfer to another unit without any loss of pay or benefits, constitute anti-Hispanic discrimination.
