These consolidated cases present us with statutory and constitutional questions regarding the funding of Michigan trial courts. With respect to the statutory question, MCL 600.9947; MSA 27A.9947, we conclude that the Legislature did not intend to create a judicially enforceable private cause of action for money judgment against the state.
