Petitioner appeals as of right from the circuit court's order denying a writ of mandamus and a temporary restraining order. We affirm.

Petitioner operates an adult foster care home pursuant to yearly contracts with the Department of Mental Health (DMH). Pursuant to these contracts, petitioner is required to maintain certain types of records, and the DMH is authorized to audit petitioner's accounts...
