The Department of Motor Vehicles (DMV) suspended Rodney E. Russell's operator's license for failure to comply with Nebraska's Motor Vehicle Safety Responsibility Act (Act). Russell appealed the order of suspension to the district court for Cheyenne County, which affirmed the order. Russell appealed the district court's affirmance to the Nebraska Court of Appeals, and pursuant to our authority to regulate the caseloads of the appellate courts...
