Per Curiam.

Two questions are presented: (1) Did the commission improperly rely on Dr. Humphrey's report? and (2) Did the commission's order satisfy State ex rel. Noll v. Indus. Comm. (1991), 57 Ohio St.3d 203, 567 N.E.2d 245? For the reasons to follow, we reverse and return the cause to the commission for further consideration and amended order.
