PER CURIAM.

These are consolidated appeals as of right by the City of Detroit and the City of Detroit Policemen and Firemen Retirement System Board of Trustees. They challenge a decision and order of the Michigan Employment Relations Commission (MERC). MERC found that the Board of Trustees had committed an unfair labor practice when it made a unilateral change in a mandatory subject of collective bargaining.
