Donald Hagan, a Missouri prisoner, filed a petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 (1988). The District Court, adopting the report and recommendation of a magistrate judge finding merit in Hagan's due process claim, granted the petition. The State of Missouri, through Paul D.
